I think a better comparison would be Westbrook Vs Curry. Lillard is definitely on the come up, but he is often overshadowed by the various top tier PGs in the western conference. He just needs a signature series win vs GS/SA/OKC for me to accept him as an elite guard.

He put the Rockets out and the Clippers .... im not saying they top tier but they are something ...

I'll give him a lot of credit for the Rockets win, but the LAC win came when CP3 was out with injury, that played a huge role.

As for best PG in the league I would still center that discussion around Paul and Curry. I am guessing we will just get to see true Westbrook now that KD left. Pauls play this season has been really overlooked. One amazing thing that I found (this was like stat I read around 3/4 of a season, so it might have changed towards the end) is that Clippers had even better +/- than GSW when Paul was on the floor but were pretty much worst team in the league when he was off the floor. He pretty much carried them for whole season, and Clippers without Blake are pretty awful supporting cast.

Curry is not a true point guard . . neither is Russell
True point guards are pretty much non-existant. For a while now teams either depend on iso ball or quick ball movement. And having true pg is not needed for either of those. For example pretty much anyone could give the ball to KD and hope he pulls something off. On the other hand teams like Spurs and GSW work on quick ball movement, that means nobody is really primary ball handler and every player on the floor should get more or less same amount of touches, thus making position of PG something non-existant. Pretty much all top PGs are not true PGs as their teams doesnt need them to be. For example Kyrie is more like shooting guard as he plays off ball a lot since LeBron is primary ball handler. That is why nowdays I dont care to see who is true pg and who is not. If you are listed as PG for majority of your minutes you are a PG in my book.

yeah they point guards but they not true though True point guards are Rondo CP3 those who pass first and score when needed ...

I think the better term would be 'pass first' guards. Rondo is pretty damn good at getting the ball around.
